5.2 Decentralization Transition Plan

XIIID outlines a clear roadmap for transitioning from initial centralized governance to full decentralization. This phased approach is calibrated to the ecosystem’s maturity and the expansion of its stakeholder base.

Phased Authority Transfer Roadmap XIIID’s governance decentralization progresses through the following stages:

  • Phase 1: Foundation-Led Governance (Year 1)

    • The XIIID Foundation leads major decision-making but actively solicits community feedback.

    • Transparent communication regarding major updates and development directions.

    • Development of core infrastructure and tools for governance participation.

    • Pilot community voting in limited domains.

  • Phase 2: Hybrid Governance (Years 2–3)

    • Reduction of the Foundation’s direct control and expansion of community decision-making domains.

    • Granting decision-making authority to the community in low-risk while still impactful areas.

    • Retention of Foundation and expert committee oversight for areas requiring technical expertise.

    • Implementation of education and capacity-building programs for governance participants.

  • Phase 3: Majority Decision Transfer (Years 3–4)

    • The community assumes responsibility for most decisions regarding project direction, budget allocation, and token policies.

    • The Foundation transitions to an advisory and oversight role, intervening only in emergencies.

    • Formation of specialized DAOs with autonomy in specific domains.
